An ardent patriot, Williams served as a member of the Continental Congress from Connecticut 1776-78 and 1783-84, signing the Declaration of Independence in 1776, and later assisting in the framing of the Articles of Confederation. He also served as a member of the Connecticut convention which was called to ratify the U.S. Constitution (1788).
